02. Accounts Division
Responsibilities & Duties.
- පTo activate the accounting practices in accordance with the accepted accounting principles and to assist the departments in this regard, to conduct regular inspections to update the accounting activities of the departments.
- Payment of salaries, travel expenses, holiday salaries and overtime allowances to evaluate and encourage the human resource service of the Ministry
- Preparation of annual budget for financing to achieve the long term and short term objectives of the Ministry and allocation of funds for projects funded by the departments and mobilization of required funds, timely settlement of payments made.
- Carrying out the day to day normal office activities of the Ministry, proper maintenance of necessary financial facilities, buildings, machinery, equipment and vehicles, repairing and asset management of all assets and conducting annual inventory surveys and regulating disposal activities.
- Arrangements have been made to settle all expenses properly in accordance with the Code of Financial rules Institutions Code and the relevant Circulars.
- To plan, organize all procurement activities in accordance with the procurement guidelines and to provide necessary co-operation for the procurement of the departments functioning under the Ministry
- Preparation, maintenance and improvement of accounting information in an electronic template to facilitate the transaction
- Accurate forecasting of receipts and payments to reduce cash balance, submission of financial information to the Treasury through the essence of monthly accounts, preparation of bank consolidation statement
- Evaluating and reviewing the results through the preparation of Annual Allocation Account and Advance Account
- Implementing a robust internal audit program to reduce audit queries posed by the Government Audit Division and the Provincial Audit Division, and conduct inspections on the quality of documents available through the Departments.

03. Planning & Monitoring Division
Responsibilities & Duties
- Preparation of long term ,medium term and short term development strategies and capital development plans for the departments and divisions in the ministry
- Guiding and instructing the departments and divisions to prepare the development plans
- Preparation of Annual Provincial Needs and Annual Development Plans according to the guidelines and recommendations of the Finance Commission
- Implementation and regulation of the approved Annual Development Plan for the provincial council funds
- Follow up, monitoring the progress and evaluating the projects implemented under the Annual Development Plan.
- Planning , Implementing , Regulating and Evaluating the projects for the allocation received by funding sources other than the provincial Council funds
- Monitoring and evaluation of integrated development activities conducted at district level by district administration through the District Coordinating Committees (DCC)
- Making the necessary coordination at Budget Speech at the provincial council and consulting committee of the ministry
- Adopting the ministry to the e-government policy by improving the internet facilities
- Making the necessary interventions and coordination to implement the national level projects in order to achieve the goals and targets of the national agriculture and other relevant policies
- Making necessary coordination and monitoring the progress of projects conducted in the province by the hon. Governor, board of ministers and chief secretary
- Supporting the programmes conducted to improve the productivity of the ministry
